The dragon is the gem. The arrow is something that Cecilia can use only once every time she activates her gem. The dragon speaks in a light chiming voice that always sounds like handchimes and singing

According to legend, Saint Cecilia was a 3rd-century martyr who was sentenced to die because she refused to worship the Roman gods. After attempts to suffocate her failed, she had her head chopped off. She is the patron saint of music and musicians. She usually carries around her flute, Jenny, with her. (yes, she names her flute). Cecilia has a slight god-complex (very VERY slight). Although she is not evil, niether is she good in the sense of the word. She helps others by stealing, and kills many to prevent future crimes.
History:
Cecilia was born in Ireland, but ran away to London when a local mob chased her out. Her parents had already died from unknown causes. When she came to London, the government caught her and gave her the bar-code tatoo that she wear on her left arm. She found her gem when rifling through the prime minister's mansion. Somehow, it called to her. The gem was small enough to put as the cap on the head joint of her flute. When she did, the music she played could control how others felt. Realizing this, Cecilia knew she had to keep in check aroud who she played and what she played. Cecilia is currently living in the London Underground network, gathering information to send to Eygpt.
